TUPAD Profiling System
TUPAD (Tulong Panghanapbuhay sa Ating Disadvantaged/Displaced Workers) is the Department of Labor and Employment's emergency employment program. It provides displaced, underemployed, and disadvantaged workers — including those affected by calamities — with short-term work and emergency income.
This system is where beneficiaries register and track their application, and where DOLE field office staff profile, evaluate, and enroll beneficiaries into TUPAD projects.

Who can avail of TUPAD?
- Displaced, unemployed, or underemployed individuals who have not already availed of TUPAD within the current year.
- Beneficiaries who already availed this year may qualify again if they were affected by a calamity, such as a flood or typhoon, after their last availment.
- Applications are reviewed by DOLE field office staff and, once verified, matched to open TUPAD projects in the beneficiary's province.
